No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 1001 of the Health and Safety Code relating to the creation of certain funding formulas and policies and to certain public health evaluations by the Department of State Health Services (DSHS).  The bill would require DSHS to collaborate with the Public Health Funding and Policy Committee to develop funding formulas and evaluate policies related to DSHS, DSHS regional headquarters, local health units, public health districts, and local health departments.  Based on the analysis provided by DSHS, it is assumed that the provisions of the bill can be implemented within existing resources.

Local Government Impact

The  Texas Association of Local Health Officials reported that the fiscal impact of the bill on units of local government may be positive, negative, or neutral depending on the findings and recommendations of the evaluations described by the bill. Fiscal impact may be significant but cannot be determined at this time.
