No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 411 of the Government Code and Chapter 111 of the Human Resources Code as it relates to the authority of the Department of Assistive and Rehabilitative Services (DARS) to access criminal history information for clients and applicants for both services and employment.


The Department of Public Safety, the Department of Criminal Justice and DARS indicated they did not anticipate any significant fiscal impact as a result of implementing the provisions of the bill.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise it would take effect September 1, 2013.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
