No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to require the chief of the Texas Division of Emergency Management to establish a workgroup of appropriate emergency management council members, local government officials, and nonprofit organizations to determine if a uniform application form for assistance following a disaster may be developed for use by state agencies and by persons requesting assistance from state agencies. The workgroup would be required to report its findings, including recommendations for any necessary statutory changes, to the Legislature before September 1, 2014. It is assumed the costs associated with implementing this bill's provision could be absorbed within existing resources. The bill would take effect immediately upon a two-thirds vote of all members of both chambers; otherwise, the bill would take effect September 1, 2013.
