LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

March 12, 2013

TO:
Honorable Craig Estes, Chair, Senate Committee On Agriculture, Rural Affairs & Homeland Security

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB174 by Estes (Relating to the control of stray bison and other estrays.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Agriculture Code to include stray bison in the definition of “estray;” and would define “perilous condition.” A sheriff or a sheriff’s designee would be authorized to immediately impound or dispose of an estray without notifying the owner if the estray poses a danger to the public or a perilous condition exists as defined by the provisions of the bill.

Local Government Impact

There would be costs to a sheriff’s office that impounded or disposed of an estray; however, the amounts would vary depending on the number of incidences that occurred in a locality and the costs associated with impoundment or disposition of an estray.
