No significant fiscal implication to the State is anticipated.

The bill would require a provider of goods and services to recipients of financial assistance in the Temporary Assistance for Needy Families (TANF) program to verify the recipient's identity with photo identification as a condition for the recipient making a cash withdrawal from the electronic benefits transfer account. The bill would require the Health and Human Services Commission (HHSC) to issue electronic benefits transfer cards that display the name of the TANF recipient or other authorized person on the account, with an exemption for cards issued by a local eligibility office.

HHSC estimates there would be minimal one-time costs associated with implementing the provisions of the bill, but the costs could be absorbed within agency resources.
