No significant fiscal implication to the State is anticipated.

The bill would require electric generating facilities to submit a report to the Texas Commission on Environmental Quality (TCEQ) and the Texas Water Development Board (TWDB) that evaluates facility water needs, including water source, consumptive water use, non-consumptive water use, and water reuse of a facility during the preceding year. The bill would take effect September 1, 2013, and it would expire on September 1, 2018.

It is assumed that any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.


Local Government Impact

A local government would be required to submit a report that evaluates the water use of an electric generating facility that it owns or operates. If the report would be done with in-house staff, the cost is not expected to be significant.
