No significant fiscal implication to the State is anticipated.
The bill would require electric generating facilities to submit a report to the Texas Commission on Environmental Quality (TCEQ) that evaluates facility water needs, including water source, consumptive water use, non-consumptive water use, and water reuse of a facility during the preceding year. The bill would take effect September 1, 2013, and it would expire on September 1, 2018.
The TCEQ reports that the agency would use existing resources to implement the provisions of the bill.
Local Government Impact
A local government would be required to submit a report that evaluates the water use of an electric generating facility that it owns or operates. If the report would be done with in-house staff, the cost is not expected to be significant.
