LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 15, 2013

TO:
Honorable Robert Duncan, Chair, Senate Committee on State Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB315 by Uresti (Relating to electronic voter registration.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to require the Secretary of State (SOS) to implement and provide provisions for a program that would allow a person to complete a voter registration application over the Internet from the official websites of the SOS and the Department of Public Safety (DPS), which would include obtaining a digital copy of an applicant's signature from the DPS. The bill would also require that the "state electronic Internet portal project" be used to authenticate the identity of a person who submits a voter registration application electronically.

The SOS and the DPS estimate there would be a minimal cost associated with implementing the provisions of the bill.

The Department of Information Resources estimates the provisions of the bill could be implemented within existing resources.

The bill would take effect on September 1, 2013.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
