No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 254 of the Health and Safety Code, relating to medical care and public health services provided by a health care professional in a licensed freestanding emergency medical care facility.

The Health and Human Services Commission and the Department of State Health Services indicate that implementation of the bill would require promulgation of rules, the cost of which would be absorbed by the agency.

The bill would take effect immediately if it receives a vote of two thirds of all the members elected to each house; otherwise the bill would take effect September 1, 2013.

No fiscal implication to units of local government is anticipated.
