The bill would amend the Government Code, Chapters 2267 and 2268, to add requirements relating to the public and private facility and infrastructure projects, including application of municipal zoning regulations, conflicts of interest, the hiring of former or retired employees of the government entity for projects and public hearings for related projects.
Multiple agencies including the Comptroller of Public Accounts (CPA), the Health and Human Services Commission (HHSC), the Public Utility Commission (PUC), the Department of Public Safety (DPS), the General Land Office (GLO), the Texas Department of Criminal Justice (TDCJ), and the University of Texas System (UT) indicate that any costs associated with the bill could be absorbed within each agency's existing resources. Based on LBB staff analysis of the Texas A&M University System (TAMU), duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The Board of Professional Engineers Board reports the provision of the bill would not have a significant fiscal impact. Any costs incurred would be realized outside of the Treasury due to the agency being Self-Directed and Semi-Independent.
