Honorable Jane Nelson, Chair, Senate Committee On Health & Human Services
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
SB537 by Deuell (Relating to minimum standards for abortion facilities.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would amend Section 245.010(a) and repeal Section 245.010(c) of the Health and Safety Code, related to minimum standards for abortion facilities licensed by the Department of State Health Services (DSHS). A facility licensed under the chapter would not be required to meet the new standards until September 1, 2014. The agency indicates that any potential loss of revenue in licensing fees as a result of enactment of the bill could be absorbed under the department's current resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise the bill would take effect on September 1, 2013.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
