The bill would allow a school district to adopt a policy excusing a student from attending school to serve as an early voting clerk in an election and adding these students to the group of students who may not be penalized for the absence and who must be counted as if they attended school for purposes of calculating average daily attendance.
Based on the analysis of the Texas Education Agency, no significant impacts are expected to the Foundation School Fund. Although certain students who would otherwise not be counted in average daily attendance would be counted under the provisions of the bill, the number of students serving as early voting clerks are not anticipated to be significant.
