FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

March 11, 2013

TO:
Honorable Troy Fraser, Chair, Senate Committee On Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB662 by Carona (Relating to the composition of the drought preparedness council.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code, Section 16.055 to add the Public Utility Commission and the independent organization certified for the ERCOT power region to the drought preparedness council.

The Public Utilities Commission (PUC) indicates that any costs associated with the bill could be absorbed within the agency’s existing resources. Current council member agencies including the Texas Department of Agriculture (TDA), Texas Department of Housing and Community Affairs (TDHCA), the Texas Department of Transportation (TxDOT), the Soil and Water Conservation Board (TSSWCB), the Texas Parks and Wildlife Department (TWDB), the Texas A&M AgriLife Extension Service (AL-EXT), and the Texas A&M Forest Service (TFS) indicate no fiscal impact to their agencies.
