No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code as it relates to access to birth records of certain adopted children.

Under the provisions of the bill, in the event an adult adoptee applies for access to the person's original birth certificate, the Department of State Health Services (DSHS) state registrar would be required to perform a search of reasonably available death records and, upon confirmation that the relevant individuals are deceased, the registrar would be required to  provide to the person a noncertified copy of the person's original birth certificate without a court order. 

Based on the analysis provided by the DSHS, it is assumed that the provisions of the bill can be implemented within existing resources.
