The bill would amend the Health and Safety Code as it relates to voluntary and involuntary mental health services. The bill clarifies the persons who can request outpatient mental health services and that a minor can only be involuntarily committed by a court to receive mental health services if the minor does not agree to a voluntary admission to mental health services.
Based on the analysis provided by the Department of State Health Services, it is assumed that the provisions of the bill can be implemented within existing resources.
The bill would take effect immediately if a two-thirds majority vote in both houses of the Legislature is received, otherwise the bill would take effect on September 1, 2013.
