TO: | Honorable Robert Nichols, Chair, Senate Committee On Transportation |
FROM: | Ursula Parks, Director, Legislative Budget Board |
IN RE: | SB763 by Watson (Relating to motorcycle training and the license requirements for a three-wheeled motorcycle; creating an offense.), As Introduced |
The bill would amend the Transportation Code to create a Class M license that is restricted to the operation of a three-wheeled motorcycle, provided that the motorcycle operator training course completed is specific to the operation of this type of vehicle. The bill would also make it an offense to provide training in motorcycle operation by an unlicensed instructor. It is assumed the costs of implementing the provisions of the bill could be absorbed within current appropriations. The bill would take effect September 1, 2013.
