The bill would amend the Health and Safety Code relating to Public Utility Commission (PUC) consideration of the rates for certain equalization surcharges and emergency service fees. The bill would remove the involvement of the PUC in monitoring the establishment of emergency service fees and equalization surcharges. The bill would also remove the PUC's review and determination of appropriateness of the Commission on State Emergency Communications' recommendations concerning the rate at which emergency fees should be imposed and the allocation of revenues from the equalization surcharge.
Based on information provided by the PUC, there would be no significant fiscal impact resulting from the agency no longer being involved in the consideration of rates for certain equalization and emergency service fees. In addition, information provided by the PUC indicates that all duties and responsibilities associated with implementing the provisions of the bill could be accomplished within existing resources.
