LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 21, 2013

TO:
Honorable Ryan Guillen, Chair, House Committee on Culture, Recreation & Tourism

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB820 by Williams (Relating to procedures relating to the issuance and renewal of, and certain notice requirements associated with, certain deer permits.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend portions of the Parks and Wildlife Code regarding department procedures for suspending, revoking, or not renewing specific deer permits and the agency procedures for the removal or destruction of deer. The bill would add factors for the Texas Parks and Wildlife Department (TPWD) to consider when refusing to issue or renew certain deer permits.  The bill would require TPWD to provide notice to a permittee prior to the removal or destruction of any deer.  Venue for appealing a decision of the department under bill provisions would be in a district court in Travis County. TPWD anticipates any additional work resulting from the passage of the bill for handling appeals and administrative costs could be absorbed within the department's existing resources.

The bill would take effect September 1, 2013.

Local Government Impact

No fiscal implication to units of local government is anticipated.
