TO: | Honorable John Whitmire, Chair, Senate Committee on Criminal Justice |
FROM: | Ursula Parks, Director, Legislative Budget Board |
IN RE: | SB864 by Campbell (Relating to a handgun proficiency course that is taken to obtain or renew a concealed handgun license.), As Introduced |
The bill would amend the Government Code to decrease the minimum classroom instruction required for a Concealed Handgun License (CHL) renewal from ten hours to four hours and would decrease the maximum classroom instruction required for a CHL renewal from fifteen hours to six hours. The bill would also provide the Department of Public Safety (DPS) with the flexibility to authorize online classroom courses for CHL holders seeking to renew CHLs. It is assumed that the costs associated with implementing the provisions of the bill could be absorbed within current appropriations. The bill would take effect September 1, 2013.
