No significant fiscal implication to the State is anticipated.

The bill would amend the Election Code to require the Secretary of State to create optional guidelines to be used by early voting clerks in processing an application and providing balloting materials to military and overseas voters. The bill would exempt a military or overseas voter from completing a carrier envelope if that voter completes a signature sheet. The bill would establish certain election related deadlines and repeal Section 50, Chapter 1318 (S.B. 100), Acts of the 82nd Legislature, Regular Session, 2011, thereby prohibiting the Secretary of State from adjusting or modifying affected election dates, deadlines, or procedures to implement the federal Military and Overseas Voter Empowerment Act.
 
The repeal of Section 50, Chapter 1318 (S.B. 100), Acts of the 82nd Legislature, Regular Session, 2011, would take effect on December 31, 2016.
 
The Secretary of State indicates the provisions of the bill could be implemented within existing resources.
 
The bill would take effect on September 1, 2013.
