LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 8, 2013

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB913 by Lucio (Relating to the reexamination of an applicant for a professional counselor license.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 503 of the Occupations Code, related to the reexamination of an applicant for a professional counselor license. Licensed professional counselors are regulated through the Texas State Board of Examiners of Professional Counselors, which is administratively attached to the Department of State Health Services (DSHS). DSHS indicates that any administrative cost associated with enacting the bill would be absorbed by the agency. The agency further notes that DSHS does not collect fees for the licensing exam, so the provisions of the bill that modify the number of times a applicant may retake the exam would not have a fiscal impact. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect on September 1, 2013.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
