LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 19, 2013

TO:
Honorable Dan Patrick, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB925 by Lucio (Relating to a license requirement for licensed professional counselors employed by school districts.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide that a person could not be employed as a licensed professional counselor in a school district unless they held the appropriate credential from the appropriate state agency and held the appropriate certification.

The provisions of the bill would require an amendment of the State Board for Educator Certification rule.

Local Government Impact

A school counselor would be required to have a certificate and hold a professional license to be employed by a school district. Some school districts may experience costs if individuals serving in the capacity of a counselor no longer met eligibility requirements.
