No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to include a turnpike project or system of the North Texas Tollway Authority (NTTA) as an eligible project for a transportation reinvestment zone. The bill would amend the definition of "governmental entity" in Chapter 366 of the Transportation Code to include the Texas Department of Transportation (TxDOT) or another state agency. The bill would allow NTTA to turn a turnpike system or project over to a governmental entity, including TxDOT, under certain conditions provided by the bill and current law. The bill would specify that bonds issued by the NTTA would be considered authorized investments for state and local government entities. The bill would allow governmental entities to create a taxing district to produce revenues for their participation in a tollway project with NTTA.
 
Based on the information provided by the Comptroller's office, it is assumed the bill would have no effect on the state's cash flow.  Based on the information provided by TxDOT, it is assumed the provisions of the bill would not result in a significant fiscal impact to the agency or the state.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
