LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 1, 2013

TO:
Honorable John Carona, Chair, Senate Committee on Business & Commerce

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1040 by Taylor (Relating to automated dial announcing devices.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Utilities Code relating to automated dial announcing devices. The bill would provide a definition for telephone solicitation. The bill would also make provisions related to automatic dial announcing devices in Subchapter F, Chapter 55, Utilities Code, applicable to such devices that are used to make telephone calls that originate or terminate in this state.

Based on information provided by the Public Utility Commission (PUC), implementing the provisions of the bill could result in the PUC issuing additional permits for automated dial announcing devices; however, this analysis assumes the number of additional permits would be minimal, resulting in no significant fiscal impact to the state.

Local Government Impact

No fiscal implication to units of local government is anticipated.
