No significant fiscal implication to the State is anticipated.

The bill would require the executive commissioner of the Health and Human Services Commission (HHSC), if the agency determines it is cost-effective, to establish by rule a program to facilitate the reuse of durable medical equipment provided to recipients under the Medicaid program. The bill would require the program to ensure the reused equipment meets standards of functionality and sanitation and that a Medicaid recipient's participation in the program is voluntary.

HHSC anticipates there would be a fiscal impact from implementing the provisions of the bill, but because the bill requires HHSC to only establish the reuse program if it is determined to be cost-effective, HHSC assumes there would be no significant fiscal impact.
