LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 10, 2013

TO:
Honorable Allan Ritter, Chair, House Committee on Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1212 by Estes (Relating to the applicability of certain provisions concerning the transfer of exotic species to certain transfers of water that supply populous areas.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code concerning water transfers without exotic fish or shellfish. The bill would provide that the Texas Parks and Wildlife Department (TPWD) may not require a permit for certain water transferred, provided the water does not contain exotic harmful fish or shellfish, under conditions as described.  TPWD indicates that the department does not anticipate any additional costs or changes in revenue as a result of the bill's provisions.

The bill would take immediate effect if the bill receives two-thirds the vote in both houses.  Otherwise, the bill would take effect September 1, 2013.

Local Government Impact

No fiscal implication to units of local government is anticipated.
