No fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code concerning water transfers without exotic fish or shellfish. The bill would provide that the Texas Parks and Wildlife Department (TPWD) may not require a permit for certain water transferred, provided the water does not contain exotic harmful fish or shellfish, under conditions as described.  TPWD indicates that the department does not anticipate any additional costs or changes in revenue as a result of the bill’s provisions.
 
The bill would take immediate effect if the bill receives two-thirds the vote in both houses.  Otherwise, the bill would take effect September 1, 2013.
