The bill would amend Chapter 117 of the Human Resources Code by requiring that the Department of Assistive and Rehabilitative Services (DARS) establish an employment-first policy and task force to promote opportunities for individuals with disabilities to earn a living wage with competitive employment. DARS does not anticipate any significant fiscal impact as a result of complying with the provisions of the bill.
The bill would take effect immediately if it receives a vote of two-thirds of all members elected to each house; otherwise the bill would take effect September 1, 2013.
