No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to prohibit the Texas Department of Transportation (TxDOT) from taking any action in designing, constructing, or operating a toll project that incentivizes the use of the project and discourages the use of adjoining nontolled roads by violating sound engineering judgement in the application of traffic control devices. The bill would prescribe the manner in which TxDOT is to reconstruct and operate existing nontolled lanes that are reconstructed and operated as an adjacent road to a toll facility.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be accommodated within the agency's existing highway planning and construction funds.
