FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

May 17, 2013

TO:
Honorable Jimmie Don Aycock, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1310 by Davis (Relating to standards for school district, public school campus, and open-enrollment charter school performance ratings.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would require the adoption and inclusion of certain quality of learning indicators when evaluating the performance of a campus, district, or open-enrollment charter school, including the percentage of teachers teaching outside of their certification for subject or grade level; the rates that teachers were not retained; and the number of class size waivers granted.

Based on the analysis of the Texas Education Agency, costs to implement the provisions of the bill are not anticipated to be significant.

Local Government Impact

No fiscal implication to units of local government is anticipated.
