LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 15, 2013

TO:
Honorable Dan Patrick, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1310 by Davis (Relating to standards for school district, public school campus, and open-enrollment charter school performance ratings.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Commissioner of Education to include parent satisfaction with the campus or school, class size, student participation in extracurricular activities, and teacher appraisals when evaluating performance of each campus in a school district and open-enrollment charter school. The bill would limit student achievement on assessment instruments to no more than 20 percent of the overall performance rating of a campus.

The bill would apply beginning in the 2012-13 school year.

This analysis assumes that any costs associated with implementing the provisions of the bill could be absorbed within existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
