No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to include a bill of rights for recipients of Medicaid long-term services and supports (LTSS). The bill would require the Health and Human Services Commission (HHSC) and the Department of Aging and Disability Services (DADS) to provide a recipient of Medicaid LTSS with a written copy of the bill of rights and to inform recipients of these rights orally or through other reasonable means. HHSC and DADS would be required to ensure rules and policies governing Medicaid LTSS are consistent with the rights outlined in the bill, and the bill would permit the agencies to adopt rules or policies that provide for greater rights of recipients of Medicaid LTSS.

HHSC and DADS assume any costs to implement provisions of the bill would be minimal and can be absorbed within available resources.
