No significant fiscal implication to the State is anticipated.
This bill would amend the Government Code to require the Office of the Governor to facilitate the location, expansion, relocation, and retention of firearms manufacturers, firearms accessory manufacturers, and ammunition manufacturers to the state, and to review related proposals and identify economic development incentives available for such proposals. The bill would allow the Office of the Governor to negotiate on behalf of the state in such facilitations if the office finds a proposal is eligible for certain economic development decisions.
The Office of the Governor indicates the provisions of the bill could be implemented within existing resources.
This bill would take effect immediately if it receives a vote of two-thirds of each house; otherwise, it would take effect on September 1, 2013.
