No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 91 of the Transportation Code to specify that the Texas Department of Transportation's (TxDOT) authority to enter into a comprehensive development agreement (CDA) for a rail facility or system is not subject to limitations on TxDOT's authority to enter into a CDA for certain highway projects under Chapter 223.

Based on the information provided by TxDOT, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
