No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to require the governor to consider making awards from the Texas Enterprise Fund and the Texas Emerging Technology Fund to historically underutilized businesses (HUBs) and include in its respective reports on grants made under each fund, submitted to the lieutenant governor, the speaker of the house of representatives, and each other member of the legislature before each regular session, the total number of grant recipients that are HUBs and the total amount of grants made to those recipients.
The Comptroller of Public Accounts indicates the provisions of the bill could be implemented within existing resources, and the Office of the Governor indicates the provisions of the bill could be implemented at a minimal cost.
This bill would take effect immediately if it receives a vote of two-thirds of each house; otherwise, it will take effect on September 1, 2013.
