LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 83RD LEGISLATIVE REGULAR SESSION

April 17, 2013

TO:
Honorable Dan Patrick, Chair, Senate Committee on Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
SB1557 by Lucio (relating to business and nonprofit organization participation in supporting early college high schools.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would allow private and nonprofit organizations that contributed to the early college high schools (ECHSs) fund to receive the Employers for Education Excellence Award.

The bill would require the commissioner of education to collaborate with the Texas Workforce Commission (TWC) and Texas Higher Education Coordinating Board (THECB) to develop and implement a strategic plan to increase private industry participation and incentives for businesses and nonprofits that donate to the ECHS to maximize job placement opportunities for ECHS graduates.

The strategic plan would be reported to the governor, lieutenant governor, and the speaker of the House of Representatives by December 1, 2014 and would be made available on the Texas Education Agency (TEA), TWC, and THECB websites.

Based on the analysis of TEA, TWC, and THECB, the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
