No significant fiscal implication to the State is anticipated.

The bill would amend the Human Resources Code to require the Governor's Committee on People with Disabilities to collaborate with the Texas Higher Education Coordinating Board and the Department of Information Resources to conduct a study to identify difficulties that persons with disabilities are encountering at state agencies and postsecondary educational institutions that receive state or federal funds, and include the results of the study, and any recommendations for legislative or administrative action, in the Committee's biannual report submitted to the governor and the legislature before the end of each even-numbered year.
 
The Office of the Governor, the Texas Higher Education Coordinating Board, and the Department of Information Resources indicate the provisions of the bill could be implemented within existing resources.
 
This bill would take effect immediately if it receives a vote of two-thirds of each house; if not, it will take effect on September 1, 2013.

Local Government Impact
