No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code, Election Code, Health and Safety Code, Human Resources Code, Local Government Code, and Transportation Code to remove reference to the Office of State-Federal Relations in various councils, boards, and committees and would repeal Chapter 751 of the Government Code to abolish the Office of State-Federal Relations. The bill would transfer all obligations, rights, contracts, records, real and personal property, funds, appropriations, money, and full-time equivalent employees of the Office of State-Federal Relations to the Office of the Governor, and clarify that any reference in any other law to the Office of State-Federal Relations means the Office of the Governor. The bill would also allow and provide provisions for the governor to enter into a contract with a state agency in order to locate staff of the agency in Washington, D.C.
The Office of the Governor, Health and Human Services Commission, and the Texas Juvenile Justice Department indicate the provisions of the bill could be implemented within existing resources.
The bill would take effect on January 1, 2014.
