No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to authorize the Department of Public Safety (DPS) to establish a pilot program to enter into agreements with up to eight counties for the issuance of renewal and duplicate driver's licenses, election identification certificates, and personal identification certificates. The bill would require county officials to remit to DPS the fees collected from the issuance of renewal and duplicate driver's licenses and personal identification certificates. The bill would stipulate a participating county would not be allowed to administer an examination for a driver's license. The bill would stipulate that DPS must provide all the equipment, including network services, necessary to perform the services specified in the bill. Although DPS will incur costs, the limited nature of the pilot program would allow them to absorb costs within Fund 6 resources.

The bill would authorize a county participating in a pilot program established by the bill to collect a fee of up to $5 for each transaction provided that relates to driver's license and personal identification certificate services.

The bill would take effect immediately upon a two-thirds vote of all members of each chamber; otherwise, the bill would take effect September 1, 2013.


Local Government Impact

While the revenues resulting from these fees are indeterminate, it is assumed counties opting to participate in the pilot program would do so only if the county commissioners determined participation is fiscally feasible.
