Local Government Impact

The provisions of the bill would allow the governing board of Texarkana College District to decrease the number of board members from nine to seven and align the board elections with county elections. It would also establish transition terms of office to conform to elections held in even-numbered years and staggered six-year terms for board members. In addition, it would expand Texarkana College District's service area to include all of Bowie County.

Based on information provided by Texarkana College, there would be a reduction in costs based on aligning board elections with the county elections and reduction of board members. Also, it is anticipated that the college may have to assume a larger portion of the instructional costs for students residing in the newly added service area since residents would be able to pay in-service area rates for tuition or fees. However, with the addition of Bowie County to the tax base from a referendum in November 2012, it is anticipated to result in increased revenues for Texarkana College.
