No significant fiscal implication to the State is anticipated.

The bill relates to the procedure for review of environmental flow standards and set-asides for river basin and bay systems by the Texas Commission on Environmental Quality (TCEQ). The bill would make changes to work plan requirements for basin and bay stakeholders to include a schedule for periodic review of the analyses, recommendations, standards, and strategies. Periodic review would occur at least once every 10 years. The bill would also require the TCEQ to evaluate the status of all basin and bay work plans according to a schedule established by the TCEQ. The first evaluation would be completed by January 1, 2017. Subsequent evaluations will occur once every 5 years thereafter.
 
Passage of the bill is not expected to result in significant fiscal implications to the TCEQ. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
