The bill would amend provisions in Transportation Code relating to specialty license plates issued by the Department of Motor Vehicles (DMV) for state officials and relating to the State Capitol. The bill would authorize the DMV to design specialty license plates relating to the State Capitol in consultation with the State Preservation Board. The bill would require the fees from the Texas Capitol plate, after deduction for the DMV's administrative costs, to be deposited to the Capitol Fund established under Section 443.0101, Government Code, rather than the General Revenue Fund.
The fee for the Texas Capitol specialty license plate is $30. After deductions for the DMV's costs ($7.50) and the counties costs ($0.50), $22 is currently deposited to the General Revenue Fund from each fee. The bill would direct the net proceeds to be deposited to the Capitol Fund outiside the Treasury. Based on the information provided by the DMV, it is assumed the provisions of the bill would not result in a significant loss to the General Revenue Fund and any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.
