SJR27 by Birdwell (Proposing a constitutional amendment requiring certain tax bills to be approved by two-thirds of all the members elected to each house of the legislature.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $108,921.


The joint resolution would add Section 25 to Article VIII of the Texas Constitution.  The section would require an affirmative vote of two thirds of all members in each house for passage of a bill that would impose a new state tax or raise the rate of an existing state tax.

The proposed constitutional amendment would be submitted to voters at an election to be held on November 5th, 2013.


Local Government Impact

No fiscal implication to units of local government is anticipated.
