LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

83RD LEGISLATIVE REGULAR SESSION

February 27, 2013

TO:
Honorable Tan Parker, Chair, House Committee On Corrections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB144 by Raymond (Relating to a mental examination of a child subject to the juvenile justice system.), As Introduced

The bill would amend the Family Code, to permit a juvenile court to order a child who is detained in a facility operated by the Texas Juvenile Justice Department, a pre-adjudication secure detention facility, or a post-adjudication secure correctional facility to be evaluated by a legally-authorized professional to determine whether the child has a mental illness, is a person with mental retardation, or suffers from chemical dependency.  It is assumed the number of offenders supervised or incarcerated under this proposal would not significantly impact state correctional agency resources.
