No statistically significant impact on the overall distribution of a state tax or fee burden among individuals and businesses is anticipated from the provisions of this bill in fiscal year 2015. The limitation and carry-forward provisions contained in the bill, combined with the growth of franchise tax revenue, could result is a shift of the state tax burden in future years.
