HB739 by Crownover (Relating to the creation of a voluntary consumer-directed health plan for certain individuals eligible to participate in the group benefits program provided under the Texas Employees Group Benefits Act and their qualified dependents.), As Introduced

HB 739 would amend Chapter 1551 of the Insurance Code by adding a new subchapter that would require the Employees Retirement System (ERS) to develop a consumer-directed health plan (CDHP) program by establishing health savings accounts (HSAs) and purchasing or financing a high-deductible health plan. The CDHP program would be offered as an option to the Group Benefit Program (GBP) participants and their dependents.  

 

The proposed bill, if enacted, will not have an actuarial effect on the retirement funds administered by ERS because it does not propose to change the benefit structure, funding or obligations of the public retirement system.
