HB1882 by Callegari (Relating to the Employees Retirement System of Texas.), As Introduced

 

HB 1882 would amend Chapter 411 of the Government Code by expanding ERS's authority to access criminal history records for certain individuals including contract employees, independent contractors, interns, and candidates for appointment or election to the board of trustees of the retirement system.

 

The bill would also make administrative changes to the governing statute of ERS by amending provisions relating to the membership in the employee class and post retirement optional benefit payments.

 

Additionally, HB 1882 would make administrative changes to the Insurance Code by amending certain definitions and making conforming changes to requirements in the federal Affordable Care Act.

 

According to the ERS, these changes would have no cost or actuarial impact, because HB 1882 does not adjust the plan's benefit structure, funding, or obligations.

 

The proposed bill, if enacted, will not have an actuarial effect on retirement funds administered by ERS because it does not propose to change the benefit structure, funding or obligations of the public retirement system.
