LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

83RD LEGISLATIVE REGULAR SESSION

April 16, 2013

TO:
Honorable Larry Phillips, Chair, House Committee on Transportation

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3668 by Naishtat (Relating to an accident resulting in the possible death or injury of a person.), As Introduced

The probable fiscal impact of implementing the bill is indeterminate because the section of code referenced does not exist.  The bill would amend the Transportation Code as it relates to an accident resulting in the possible death or injury of a person. Under the provisions of the bill, the operator of a vehicle involved in an accident resulting in the injury to or death of a person or the possible injury to or death of a person would be required to immediately determine if a person is involved in the accident and if that person requires aid. Expanding the list of behaviors for which noncompliance is a specific criminal offense may have a negative fiscal impact. Whether the bill would result in a significant impact to state correctional populations is indeterminate because the section of code referenced does not exist.
