Pursuant to a notice posted on April 9, 2014, the House Committee on Appropriations - S/C on Article III met in a public hearing and was called to order by the chair, Representative Otto, at 9:04 a.m.

The initial quorum call was answered as follows: Representatives Otto; Crownover; Bonnen, Greg; Howard; Patrick, Diane; and Ratliff.

A quorum was present.

Interim Charge: Higher Education Formula Funding

The committee took testimony on the following interim charge: Conduct a basic review of current public education and higher education funding formulas. Specifically, focus on whether items funded outside base formulas (Foundation School Program (FSP) and higher education formulas) should be included inside the formulas. After the review, the committee may recommend the addition or deletion of funding items or changes in levels of current funding.
