Pursuant to a notice posted on March 15, 2013, suspension of the 5-day posting rule on March 20, 2013, and permission granted on March 21, 2013 to meet while the House was in session, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Pitts, at 8:37 a.m.

 

The initial quorum call was answered as follows: Representatives Pitts; Turner, Sylvester; Ashby; Bonnen, Greg; Carter; Crownover; Davis, Sarah; Giddings; Gonzales, Larry; Howard; Hughes; King, Susan; Longoria; Márquez; McClendon; Orr; Otto; Patrick, Diane; Perry; Price; Raney; Ratliff; and Zerwas.

 

A quorum was present.

 


 

The chair directed that the March 14, 2013 minutes for the House Committee on Appropriations be corrected. The corrected minutes were authorized without objection.

The chair laid out HB 1025.

 

The chair offered a complete committee substitute.

The amendment was adopted without objection.

 

The chair directed the staff to incorporate the amendment into a committee substitute.

The chair moved to adopt a new committee substitute.

 

The committee substitute was adopted without objection.

 

The chair moved that SB 1, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
